ok, lets see how quickly someone can point out im wrong.
DivX files (such as this copy of the matrix i have downloaded) sometime are encoded at 23.976 fps. this is a pain in the arse. NTSC film is 23.976, and NTSC film is VCD 2.0 compliant. so, uh, wheres the problem in making an NTSC film mpeg, and burning as usual?

Don't really understand what you are asking. You CAN burn it as a Divx disc. But if you are asking about burning it as a VCD or SVCD then it is becuase they are different codexs. You would need to re-encode...then burn.

ok, what i meant was, i have seen lots of posts, and non working ways of/about converting DivX files that are 23.976fps to 25fps mpeg files. open in vdub, extract sound, change video length, change audio length to match video length, converting mp3 to wav before opening in cool edit, synching sound in tmpgenc etc. etc.
my point was, you can avoid all that mess by using the NTSC film template, which has 23.976 fps, and is totally VCD2.0 compliant. see? -
If you lived in a PAL/SECAM country and your TV or player only supported 25 fps PAL/SECAM video, that would be one reason to convert a video to 25 fps.

I make PAL VCDs by extracting the audio compressing it in CoolEdit etc. because my DVD player will play 23.976 fps VCDs but they show up in B&W on my TV. This would be OK for Schindlers List though
. I could also feed the 23.976fps into TMPGEnc and it would create a 25fps VCD that would play on my DVD player but then the video would be jerky because of the 1.024 frames inserted every second.
If your TV accepts both PAL and NTSC signals, then there is no reason to go through so much hassling. My TV unfortunately doesn't, so until then this is the way for me to go.
