This is what I started with 352x240 14.985fps It is a AVI movie. I used TMPGEnc to Encode it with SuperVideoCD NTSC template with Rate control mode set to 2-pass VBR and the motion search set to High Quality (slow) and everthing eles is default. So this is what I have now
Super Video-CD NTSC (MPEG-2 480x480 29.97fps VBR 2520kbps, Layer-2 44100Hz 224kbps) but the movie is very blocky everthing eles looks good but I could wish for better Video Quality too but I can live with what I have for now. Please let me know what im doing wrong

In general, crap in crap out. To get a decent quality DVD playable Mpeg1/2 you need a DivX movie with video rate of at least 150Kbps (audio 100Kbps+). There are exceptions, of course, (like The Matrix, Shrek and Ice Age) but not many.
