Forgive me if this is a dum question but is it possible to play a DVD in a standard DVD player (Panasonic RV40) via a scart lead into a DVD recorder (Panasonic DMR E30) and overcome the built in copy protection?

NOPE, I know of only one DVD player that will bypass the DVD Keys so you can backup your DVD's that is now the out of print Sampo 631CF, does a great job and I have been able to backup any and all DVD's. I have heard supposely also one APEX DVD player that will also, but APEX is a really cheap machine, Sampo 631CF has a great and stable picture.

I heard that you can use a time base corrector between the two units to eliminate macrovision and other copy protection. I think these units start at about $300 US. Try an internet search

The Sampo 612 and Daewoo 5800 can both be made macrovision free with a simple CDR upgrade.

you can get a cheap scart cable with a macro off function on them for around £30 but U will need to visit a computer fair!! these work by the way as my mate has made some backups using a crappy alba player to his philips dvr
