Lets say I am encoding a file in TMPGE to prepare to burn it to VCD..
I want to keep the file size under 800mg but as the ending credits are being encoded I see that it appears I will end up going over 800mb before it reaches the end..
So - if I stop encoding (for example 98% complete) - will I still be able to burn a vcd of the resulting mpg without having to re-encode the whole thing all over again?

Yes the file will be encoded up to the point where you aborted. But rather than doing that why not select a source range and leave the credits off.

Or one could try overburning if your writer supports that. I can routinely write 820Mb to an 80 min cdr. This is not the planned for event but when needed such as capturing the trailing credits it oftens just makes the difference.
