Unless you want to spend thousands I would get a normal Capture card and do the mpeg2 conversion myself. the low budget mpeg2 capture cards ($100-$300 range) aren't all that good, Converting with cce orTmpeg look alot better.

I was looking at the WinTV PVR 250 and I found 2 reviews on it from SKittens and I think Bitech.
I already own the WinTV FM card and I'm happy with their product.
my only question remains is wil lthe wintv PVR 250 work with the likes of Virtual Dub? -
Any of the Vidac Vmagic will do (S)VCD and DVD mpegs with good quality. They will not work with capture programs other than the program that comes with the card though.

While surfing I found this PCI card fom KWorld that says it does hardware Mpeg1 and Mpeg2.

The Kworld DVD maker is similar to the following cards:
Provideo (256T): http://www.provideo.com.tw/PV256.htm
Aviosys (DVD PLUS 3020): http://www.aviosys.com/3020e.htm
I got the Kworld DVD maker TV but I use it with the Provideo 256T drivers.
For reviews and support go to http://www.iln.com.au/pv256.html
