Vcds support one stereo or two mono tracks. Svcds support two stereo or four mono tracks, so no the two formats do not have the same audio capabilities.
The only way to get multiple languages in a vcd is to encode each channel in mono and then combine them into one stereo track. Some dvd players will let you switch between the two channels, others will let you mute one or the other, and for those players that can do neither you will just have to unplug one of the speakers.
Do not bother making a dual language VCD unless you really need both languages, because mono doesnt sound nearly as good as stereo.
If you really need selectable audio tracks then SVCD is the way to go.
