The CUE/BIN image format comes as a tandem of two files.
One is the BIN file which contains the actually binary data that is in the CD image.
The other is the CUE file, or the cuesheet, that contains some general information about the structure of the CD/image (e.g., how many tracks, where they are or start, what sort of sectors are used, subindices, etc.)
To MAKE a CUE/BIN image of an existing CD (I assume you want an audio CD), then use CDRWin to extract an audio CD to a CUE/BIN image on your HDD.
