To do that capture and encode I would suggest:

1) Do the capture with at least 352x480 res, preferably 480x480

2) If you want to encode straight to an elementary stream like mpv or m2v then use CCE for the video encoding and TMPG to multiplex the video+audio into one mpg. Save the audio track to WAV with v-dub for the mp2 conversion and multiplexing. For the mps conversion I use TMPG w/ tooLAME as an external encoder. You can also use BeSweet.

3) If you don't want the hassle of muxing audio and video, do whatever editing you would like and frameserve to TMPG with v-dub and it will do that for you.
