    Not sure if this belongs here...

    I was wondering if it is possible to make a VCD that has two audio streams. Meaning, be able to switch between English and another language.

    You can only have one stereo audio stream but with two different mono streams(like two languages). You should be able to select between the mono streams with your dvd player(at least does my pioneer support that).

    If you want 2 stereo audio streams you must use SVCD,CVD or DVD.
