    Ok, everytime I encode this and watch it....it isnt smooth. The picture will be smooth flowing for a few seconds..freeze..for a split second..then go smooth again. Over and over and over again.

    What am i doing wrong?
    Ive tried encoding with divx 5.02 and mpeg4 low motion. Same thing happened. Should I change the Frame rate from 29.76 to 29.97?

    On your PC it shouldn't matter. An NTSC vcd or svcd will matter many players need 29.97 and some play 23.97.
    There's not much to do but then I can't do much anyway.
