I have some avi files from my minidv made in USA. They are all 720 x 480. I wanna create a VCD to send to my inlaws in Russia so they can play it on their computer.
Will their russian windows computer be able to understand the autorun command I send in english.
I wanna keep the 720 x 480 resolution for the VCD I create in tmpgenc. Will their computer be able to play a NTSC resolution VCD.
I would like to increase the bitrate of this VCD for improved quality. I was thinking about 2000 to 4000 bps. Is this a good idea. What is a safe bitrate in your opinion for this 720 x 480 vcd to be able to play in a decent computer.
Also what would be a safe bitrate to be able to play in maybe a not so decent computer. I dont know what kind of computer they have in russia but I am sure it is not the latest. I would guess a pentium I or pentium II.
ANY Help would be appreciated.

yes, autorun should work.
yes, 704x480 will work on the PC
yes, but only for PC playback
VCD 1150 mpeg-1 can be played back by a P133 so I doubt a recent PC with a PII would have much trouble with a 3000kb mpeg-1 either. Most PC's come with some sort of acceleration at this point.
