I have a movie that I am splitting to two dvd-r.
The one disk is 4.44 Gig. Will this fit onto a 4.7 Gig dvd-r?
Also is it to late to strip out the extras on the disk? The disk was only 4.22 Gig however I added the Vob, IFO, BUP files for the movies extras. Can I simply take out those files or in the process of making the disk region free and the other processes that need to be done will the disk be looking for those files and not work.

Your blank DVD-R will max out at 4.37G.
... assuming your blank is of a good quality and actually works OK when burnt to the edge, of course !!
Sorry, matey. Looks like a re-encode is in order if your system files took it over this limit.
The DVD player will be looking for your IFO and BUP files so you can't just miss them out (although they do seem rather large if they took your content up that high - or is that with the actual extras you mention ?).
If you just want say the movie you can use IFOedit to create the necessary IFO files and so on in order for the DVD player to know what it's supposed to do with the disc. If you have not done so already, see the guide at doom9.org that tells you how to do this.
When calculating your bitrate, I never go above an intended size of 4G maximum unless absolutely necessary - my calculations are sometimes out by a small percentage so it is handy to have that extra "space" on a DVD-R to write on in cases like that. It also allows a small amount of space for the media descriptors that the DVD player needs to read before the movie will play, plus of course some media is a bit flaky near the edge and I don't like burning to the rim as the readability of the media can be very hit or miss the closer you get to falling off the end.

Select all the DVD files, right click on the lot and select PROPERTIES. Windows will tell you "8 files, 1 folder" and the size of everything, ie:
SIZE: 4,632,144,326 bytes.
If the size is less than 4,700,000,000 bytes, then you are in business and can burn it directly to DVD-R -
4.37GB = 4478mb = 4,582,277 Kbytes = 4,692,251,770 bytes
I usually give myself at least 50mb headroom for muxing and errors so I ususaly calcualte 4400mb and round down when doing calculations.
