Can I bob-deinterlace the video (separate and enlarge the fields, double the frame rate to 60fps), encode and burn as I would a regular (30fps) SVCD or CVD, and still expect it to be playable on a standalone DVD player that can play regular SVCD/CVD?
I know that I don't need to deinterlace for standalone/TV, but I want one disk with best quality on both TV and computer, so I have to deinterlace. From what I read, bob gives the best quality deinterlace (better than adaptive, much better than blending or doubling), so if it plays on standalone/TV, this may be the best solution.
Also what about statements that PowerDVD does real-time bob? I looked at an interlaced MPEG2 in PowerDVD 4 and there is clear ghosting on movement, which should not be there with bob. It rather looks like field blending (which sucks).

To answer my own question, I converted a 352x480 video from 29.97fps interlaced to 59.94fps progressive with VirtualDub Smart Bob filter. Then I tried to encode it to MPEG2 in TMPGEnc (with settings typical for CVD except the frame rate), but got an error "Selected MPEG-2 level can not deal with more than 30fps." So may be the original question is irrelevant because one can't even encode double frame rate MPEG2. Can TMPGEnc (or CCE) encode 59.94/60/50 fps MPEG2? If yes, how? Thanks.

I never tried it. There are no framerate settings in CCE. It's mostly what you put in, is what you put out, with the exception of a few filters, and resolution settings.
Why would you want frame doubled version of a video?

I just re-read your post. If you wan't something to look good on both your PC, and TV, then you should see if it's telecined, and convert it back to it's original progressive source (IVTC). There are a few ways to do it, both in Virtual Dub, and AVISynth.

In terms of quality, 60fps bob or adaptive bob (smart bob or deinterlace - smooth VD filters) should be better than regular 30fps adaptive deinterlace (smart deinterlacer or deinterlace - area based VD filters), which in turn is much better than blending/doubling/discarding. So blending/doubling/discarding aren't good deinterlace options.
Why not 60fps MPEG2? DivX seems to have no problem with 60fps, and decoding MPEG2 is much less work than decoding DivX (at least in terms of CPU load). -
Because they want to be able to play it on standalone, or PC. I'm guessing they don't have a DVD player that supports DivX (but they are on the way!).
