  1. I made 2 short clips from a dvd movie and put them on a VCD, one at 352x240, the second at 720x480. if i encode the whole movie at 720x480, how much bigger will the file size be?

    assuming you encoded them both as VCD standard they will be exactly the same size. it is the BITRATE, the number of BITS per second that determine the size of the file. BITS PER SECOND MULTIPLIED BY SECONDS = FILESIZE. see me mention resolution there? and dont even bother doing it at 720x480. it'll look crap, artifacts and blocks.

  4. If you maxed out the bitrate to 2600kbps and your video material has little camera movement 720x480 will look good, but if you have a big screen set like me 480x480 at 2600kbps is necessary for everything and looks crappy for high motion material (like sports).
