I want something high quality that will look almost dvdquality on my computer should it be mpeg2 or divx. A secondary issue would be that it would fit on one cd, but the quality is most important

At a higher enough bitrate, both will look very good. Remember, if you rip from a DVD, the video will be in MPEG-2 already and if you are happy with huge files, this will be the best quality source (i.e., no further processing).
If your intention is to view the video on the PC and you want to fit a decent amount of video per CD, DivX is probably the better option.

keep in mind divx is more CPU intensive than (S)VCD, so if you multi-task alot or have a slower CPU, etc... you may wanna reconsider
