what to do first and what second

HI I have a movie 700 mega *.AVI which need to -decompression to convert to mpeg to cut and to add sutitles what is the prefered way to do it
what to do first and so on (i do want to use it on my dvd)
i am really newbie started yestrday

Where were you expecting to get subtitles?

i did not asked for subtitles I asked what to do first? cut? convert to mpeg?
