Is it true then if a AVI file is less than 500X500 than do not bother coverting to a VCD??. I read that if the file is less than this that if will not yeild good results.
Any feedback???

Not true.
It is more about the bitrate used.
A VCD is 352x240 so as long the source is least that you should be ok.

How about you WATCH the video on your screen maximised.
If the quality is reasonably good, it will encode okay.
If the quality is poor, well, it will only get worse.
Remember, garbage in, garbage out.
