Can anybody tell me how to make a SVCD with switchable languages,
that is choosing the language you prefer when you watch a SVCD?

I use DVD2SVCD to make karaoke svcd with 2 audio tracks selectable using my dvd's remote control-- one track for music and vocal and the other track for music only. I think you can do the same for two languages.

You can also use bbmpeg to mux a video (m2v) stream and two audio (mp2) streams for dual audio. DVD2SVCD does the same thing, but if you're used to doing everything else by hand it's probably easier to mux manually as well.

You can use bbmpeg, TMPGenc, or I-Author to multiplex two audio streams into an mpeg2 file. With TMPGenc you can multiplex up to 4 mono streams into a SVCD. Just use the multiplex instead of the simple multiplex option.
