I use high quality the higher the more encoding time it will take. I dont notice any difference between high quality & highes quality.

  3. Ok but what im saying is, is there that much of a difference between lowest quality and normal and high quality in vcd would increasing the bitrate to 1249 kb making a xvcd and leaving the motion search to lowest quality be just as good or better than say normal at 1150 regular vcd

much difference b/w lowest and normal -> i would say yes
difference b/w normal and high -> again yes

If your concerned with getting the best looking xvcd go with highquality and put bitrate as high as your player will handle.

OR make SVCD's - they can kick vcd's ass ( if the source is dvd rip)

  5. In my opinion, I would say YES. My first VCD recoded from a TV tuner for a 1 hour show, I put the motion search precision to fastest so I wouldn't have to wait that long (5 hours) to encode, but when I watched the VCD, it had like choppyness in one-two scenes for a few seconds, some steaking blockness for about few seconds... Then my second time doing a VCD with another epsiode of the same show, I chose the slower mode (highest quality) and found out it there was no more choppy video in any scene and no more few seconds streaks... Even though the slower mode made my encoding time jump from 5 hours to 8 hours, it's worth the wait....
