If you don't plan to convert them back later for use as (s)vcd then I suggest RM9 or wm9 (if you have winxp or win 2000) or wm8 if you another win os.

The pure compression ratio to video quality is better than mpeg4 based codecs like divx, xvid and mpeg4).

Until I played with RM9 I never would have recommended real media compression since it uses a variable frame rate (yes I said frame rate).
Using RM9 some video looks pretty good at bitrates under 1000.

I have used (wm8 video 1350 kbps) and (wma7 audio 48kbs) and put 2 hours or more on 1 cd. Using a mpeg4 based encoder at those rates yields a larger file and a much lower quality video (especially noticible in full screen mode)

I would love to test wm9 but I understand it only works with xp right now.

I base all my observations on viewing the wm8 and RM9 video in full screen mode because for me thats the minimum acceptable standard. However, with the video in a standard sized window box even with rates as low as 500 kbs the movies are quite acceptable using these encoders.
There's not much to do but then I can't do much anyway.

There are 2 good programs to do that...

DivX is the most common that you'll see people encoding whole movies in.
You can get it at www.divx.com

The other is Microsofts Media Encoder - This is a little easier in the since most people won't have to download another codec.
    You can get WME at:
    http://www.microsoft.com/windows/windowsmedia/wm7/encoder.asp

    Hope this helps!
