I'm sure this will be answered in a flash so here goes........
How do I encode my .avi files using TMPGEnc' to SVCD and end up with a full screen movie (no black bars)?. Is this possible with no quality loss?.
Every file I've encoded so far has this widescreen thing going on.
quality is king so If there is a loss then I'll stick with those bars.

The best way to do it is to use VirtualDub to frameserve to TMPEGnc.
There are plenty of guides on This site that will tell you to do it.
You can just use TMPEGnc to do it, by loading up your AVI, making sure you choose the correct TEmplate, then goto advance Tab go down to the Video Arrange Method, and choose the NO Margin(Keep Aspect Ratio) option.
But Be-aware using this option you will loose some of the picture at the sides.
Use the frameserve method it's much better, and you can get the correct size for SVCD 480x480 for NTSC and 480x576 for PAL -
Just had a go and the stretchy heads have gone, the quality isn't as good though. I'll have a tinker and see what setting I can use.
