I have a question regarding the size of the mpeg produced by tmpgenc. I am creating a VCD from a DVD rip. I am using 2-pass VBR with min=0, max=4000, avg=2200. Tmpgenc says that the file size should be 800MB but it only ends up around 512MB. I tried it again with a much higher avg but the result was only slightly bigger. Why does it not create a file the size it says its going to? Any help on this subject would be much appreciated. Thanks.

did you change to VideoCD(nonstandard)?
if not press Settings, System tab, change drop down menu to videocd(nonstandard)
you will have to load the unlock in the extras folder to be able to change this.
try it maybe that will work?
