VCD play time

Is it posible to burn in a 80 min CDR an 82 min film, altought the mpeg1 file is less than 800 Mb?

I have done, but i 've found problems:

1.- My DVD player show in its display that it is a 79,20 Min movie ¿¿??
2.- When it is played, quality becames worse as the play time increases, at last 20 minutes it is imposible to watch.

I have used

- smart ripper
- DVDx
- Nero
