I have adobe premiere 6 and have made a 30min long movie but to convert it to mpeg (i think this is the best for cd/vcd playback)
takes over 11hrs why is this normal? if there is a faster way please someone help.

Some PC specs would help. And the process you are using to convert, any filtering etc.
eg This would be very fast for a Pentium 100, but not too hot fot a P4 2.4GHz.

and i am using adoble premiere 6 for the con version (cleaner 5nz) cam with adobe

Sounds about right for the machine you have. Encoding is a very cpu intensive process.
I dont know much about adobe for encoding, but if it's anything like ulead or nero, you will get much better quality encodes using TMPGEnc. Cinema Craft Encoder is another good quality encoder, and considerably faster than TMPGEnc, but unfortunately speed comes at a price. About 2 grand i think.
When encoding shut every process down that is not necessary. I leave TMPGEnc running batch encodes overnight usually.
The most dramatic increase in speed will come in upgrading your PC, my machine encodes quicker than real time.

i have tryed encoding with TMPGEnc but it will not accept the file format ppj??? is that premiere own??
i have to encode to mpeg 1 in premiere (about 11-12hrs) and then i have to re-encode with TMPGenc to mpeg again?? (1 hrs)
is there an other way??

It sounds that way, I assume you are trying to encode your own captures that you have made with premiere. Can you change your capture format, if so go with YUY2 with huffyuf compression, this will give the best quality capture although you may find that you do not have the disc space. I would reccomend capturing with virtualdub (very good freely available software).
