Im using flaskmpeg - Avisynth - tmpgenc to make a vcd.
The problem is i cant get the picture to be 16:9 , i have been playing with the setting and i get any possible format but 16:9. the sorce is 16:9 so it should be no prob right?
i am probibly just missig something...

well what do you want, the movie to fill the 352x288, but appear widescreen on the TV, or for tmpeg to make big black bars at the top and bottom, with widescreen image in the middle?

I believe the VCD and SVCD formats are always 4:3 aspect ratio.
If your source is 16:9, then you have to resize and add borders (black bars). -
Only few players play anamorphic encoded VCD. If you have a 4:3 TV and a 16:9 source, you can try to set the aspect ratio to 16:9 and look. If the picture is stretched vertically, you have to resize to 4:3 (keep the aspect ratio). To resize you can use TMPG as well as Avisynth.

what i get now is a picture that is shirnked vertically but not horizontally (or stretched horizontally is u prefere), not very good looking.
i guess the movie have to fill the 352x288 since thats standard right?

You did not say, what you want, 4:3 or 16:9?
Btw, I think I misread your post. As far as I remember, FlasK itself resize from 16:9 to 4:3. Frameserve with Avisynth (no resize), set source aspect ratio to 4:3 (full screen[keep aspect ratio]) and video (output) aspect ratio 4:3, or 16:9, if you have a 16:9 TV.
352x288 for PAL VCD is correct. -
There is a way to get a 16:9 VCD without black borders.
I do not know how to do this with Flask, but I can give you a kind of guideline.
1 - rip the DVD.
2 - use DVD2AVI to remove the black borders.(500kb D2V file will be created)
3 - use VFAPIconv to change the D2V file in an AVI file(3mb AVI file will be created)
4 - Open this AVI pointer in Virtual dub.
5 - Open the smart resize filter in Virtual dub, and set the "source aspect ratio" to 1:1
This resize filter will strech the move vertically to fit in a 4:3 frame.
6 - Frameserve it now to TMPGEnc and encode.
7 - Your 16:9 TV will strech the VCD horizontal, so you will end up with a full screen 16:9 movie.
This only works on a 16:9 TV.
