Why not go ahead and change the framerate and synch it to the audio?

Just capture whatever framerate you can and let TMPEGnc do the frame rate conversion. It sould come out good.

this is a cut and paste to a previos post i responded to-
" had a 45minute 7 sec pefectly synced avi(dbz 5-cooler's revenge) i wanted to encode to svcd with dvd2svcd. the original framerate was 23.980 fps. when i load into dvd2svcd, the framerate would be adjusted to the standard of 23.976. as you can see, the audio would have a gradual lag that would be about a second ahead of the video by the end of the movie.
so what i did was load the avi in virtualduband save the audio as a wave. then i adjusted the framerate of the video from 23.980 to 23.976 and saved it(video only) in direct stream.
then i reopened the save video in vdub, and checked the file properties. i devided the # of frames by the framerate(23.976) and got a number in seconds. i wrote this number down.
next, i opened the audio in sound forge. i used the time strech option, and shrunk the time down to match the time(that i wrote down)of the video. i then saved the the new wav with 320kbs mp3(yes its a wav).
then i loaded the adjusted video in vdub. on the audio tab i selected "wav audio" and loaded the adjusted wav. then i selected direct stream processing for both audio and video. then i saved the new avi."
