    I have managed to convert CD-I digital video to VCD.
    However, the quality of the VCD very poor since you need to re-encody using another pixel heigth and width.

    Is there a better solution?

    I used a cd-i filesystem driver and an utility to "rip" the mpeg-1 stream from the dat-file.

    As far as I know a CD-I movie is a VCD?
