Is it possible to keep the AC3 soundtrack of an AVI,and convert it all to mpg,so my standalone will play the Dolby Digital soundtrack off of the VCD/SVCD?

Yes, But only if you are burning to DVD, do this
Use virtualdub, open your avi file.
Audio-> direct stream copy
File-> save as wav.
rename your wav file to movie.ac3.
Still in virtualdub
Video-> Direct stream copy
Audio-> No Audio
File save as AVI
(This step not strictly necessary but it can sidestep some problems later)
Convert Video to mpeg-2 dvd compliant with TmpGenc, ensure you select 'video only' radio button.
Ensure your audio and video files are in the same directory and have the same name, so you should have:
movie.ac3
movie.m2v
Now Author to DVD with spruce up. When you import the movie.m2v file, it will automatically import the ac3 file.
