I am seeing some lines of noise at the bottom of the image when I use a VHS VCR as source for capture. The lines appear similar to the image but are noisy and shifted to the right of the main image.
I have a Visiontek Xtasy Everything (Geforce 2) and use WinDVR by Intervideo.
My goal is to convert some tapes to SVCD or CVD.....

We all get them when capping from a VCR. You can crop them while capturing, but it takes CPU muscle, or finish capturing, and crop it out later.

I was concerned that it was hardware related. How does one crop (freeware?) the video. Should you capture at a higher res so that you can crop?

I always capture at the highest res available. Anyway, if you use TMPGEnc to format your video, once you select your template, go to Settings-->Advanced-->Clip frame.
