I would like to bring in a 2 hr Hi8 video. I am using the ATI AIW 128 Pro 32MB AGP Card. I have 45GB of space for video, but am using WinME so AVI size will only be 4GB or about 5-10 minutes.
If I make the change to WinXP and NTFS, to support huge file sizes, what capture settings for AVI would I use to make SVCD and DVD? Bitrate, sound rates, resolutions, etc.

VirtualDub and AVI_IO support segmented AVI capture, so 4GB is not a problem and you don't have to change to NTFS. You can capture more than two-hour video with Huffy for 45GB. That's for capture part.
Which format to choose is another matter, which is highly flexible. Basically, you have a lot of choice. But for hight quality SVCD/CVD, use bitrates over 2.5 Mb/s. For DVD, over 4Mb/s.
