I am using TMPGEnc to make VCD's and was wondering what bitrate settings are the best. My player can handle up to a bitrate of 5000. I have heard some people say to use 0-300 for the MIN and others who suggest a higher value such as 1150. Should I use the highest possible bitrate for the MAX or something closer to the average. I normally put videos on 2 CD's with an average anywhere from 1500-2000.
Does making the MIN 0 cause poorer quality in the slow motion sceens then say 1150? I am not sure how all this stuff works so any info would be much appreciated. Thanks.
P.S. Is there a way to determine the final size of the MPEG when using 2-pass VBR. TMPGEnc's file size prediction does not always give accurate results. Why does the file size not match the average?

I use 2-pass VBR at 2250 average,o minimum,3500 maximum with excellent results. Setting the minimum to zero does not effect quality it just means it will use the lowest bitrate on static scenes. Download a program called FitCD,it is in the tools section of this site and is an excellent bitrate calculator. On VBR use your average setting to determine the bitrate.
