hey
is there a way to change the framerate of an mpeg file without reencoding it? i have a file where the sound is a little off, and as i've tested on virtualdub it will be fine if i reduce the framerate a little. i don't intent to burn a VCD or anything, so it's not a problem if the frame rate isn't 29.97.
so, is there such a program?
