Common tools people use are toolame for MP2 encoding and ssrc for sample rate conversion. I know that besweet's sample rate converter is based on ssrc, but off the top of my head I'm not sure about the MP2 encoder. besweet is definitely a good tool for processing since it can do multiple actions in one command - if I do a DVD rip I use besweet to convert the 48kHz Dolby 5.1 AC3 to a 44kHz stereo WAV file in one command.

BeSweet is just a gui, but obviously a very good one. It is a front end for azid, toolame, and ssrc, with a couple of extra features thrown in.

As has already been said, the most popular external tools for use in TMPGenc are toolame and lame for external encoders and ssrc for an external frequency converter.
