Hello, I am new here and at making VCDs. I don't know much so right now I am trying to figure things out.
If my standalone VCD player could only read .dat files, then should I burn my VCD using only .dat file? And does anybody know any MPEG to .dat converter or encoder out there? Thank you very much.

You should not be making DAT file yourself.
A VCD is NOT a CD-ROM with DAT files on it.
All you need are MPEG files that are VCD compliant (e.g., if you use TMPGEnc, make sure you use the VCD template) and an authoring/burning program that knows how to make VCDs.
The acutal structure of a VCD is much too complex for you to be able to make yourself which is why you need an authoring program.
I strongly recommend VCDImager with a GUI like VCDEasy for the beginner.
For simple VCDs, Nero is adequate as well.
