when i will burn a dvd with nero or instand cd it only work at 1300 kb/sec
How can i speed up to 2700kb/s who can help?

To expand on Tom's answer:
Not all DVD-R's can be burned at 2X write speed -- in fact, the majority of the discs on the market so far, near as I can tell, are not certified for 2X write speed. (TDK and Apple being the notable exceptions, at least among the brands I've tried so far.) The firmware inside the Pioneer drives reads the manufacturer's ID code on the DVD-R media and compares it against an internal list of 2X-certified media; if it doesn't find a match, it forces 1X write speed regardless of whatever speed setting you put into your burner program.
If you want to burn at 2X, you will have to buy DVD-R's which are specifically rated for such. Unfortunately, most manufacturers don't seem to go out of their way to put the speed ratings on the package, so your best bet would be to check the DVD-R media list on this site to see what your options are.
