which between Variable BR and Constant BR gives the best quality during encoding dv-files to MPEG2 with TMPGEnc?

all depends on your output, are you looking to squeeze the file into a certain amount of space or can you use CBR and not worry about it?
both give off same quality depending on those factors.
we need more info to give you an answer in that situation.
P.S. why is my mouse moving on it's own to the top of the screen and bouncing? -
