  1. Ok....phew....I know im crazy but....heres an idea. Is it possible to make the video stream of a VCD mpeg format, and then somehow have a seperate stream for the sound as an mp3, and have the video and sound play back at the same time on the dvd player? (somehow) to save the disk space that the mpeg format sound would normally take up? Does this make any sence?

no - the audio and video need to be multiplexed togther for a player to decode both in sync

Also I'm not sure if you realise - but MP3 is only a small variation of MPEG audio

MPEG audio is mpeg 1 layer 2 and
    MP3 audio is mpeg 1 layer 3
there is almost no size difference

  3. Well...is there a way to make the size of the sound part of the mpeg lower? Lowering bitrate will make the vcd not work, right?

yes lower bitrate will save you a couple of Mb's, remeber that audio MPEG compression is already VERY efficient.
It will also change your video into a non-standard one - if this is ok for you and your player then go for it.

Just exactly how much do you need / want to save and why?

  5. Well, my movie is about 100mb too big to fit on one CD, so i want to somehow get it to fit. The problem is that my DVD player is so amazingly cheap that it has to have everything in perfect VCD format for it to work

ah yeah - I've run into that problem before as well
The cheaper players run everything really well - but I found out that not everybody owns cheapo "do-it-all" players
you may be better to cut some out of the movie - or and I hate to say this but ... cut and put the remaining 100mb onto another disc
