No matter what I try and do, it won't let me copy it of the VCD. Has the CD been copy-protected somehow? Is there a work around?

Try usign VCDGEAR, that's what works for me
there could be copy protection though ? -
CloneCD will copy ANYTHING!!!
You could also try ISOBuster to extract the original MPEGS from the disc/Image file
