  1. OK, I'm new to this. Can I decompress a DIVX or MPEG-2 file and regain the original source quality, and then convert to MPEG2? I've got several DIVX and MPEG1 files I created earlier when I was still monkeying around (don't have original source anymore) and now I want to convert them to MPEG2. Will the quality be the same as if I originally encoded to MPEG2 or just somewhat better?

The quality of original source is lost by compessing to DivX or MPEG-1. You can not get it back when you simply decompress it.
But sure, you may use Virtual Dub and play around with the filters to increase the quality a bit. Don't expect much.

  3. Okay, any time you run a clip through encoding,it will lose some of its quality. Divx and the MPEG types are very "lossy" clodecs, which means to make the videos as small as they are, you must throw out ALOT and I mean alot of data from the video and converting Divx to a larger format like MPEG will not bring back that quality.
Everytime you convert, you lose soemthing in the translation.
Try to keep the converting of video types to an absolute minimum.
