  1. I am trying to recover some files from a damaged CDR.
the Cd has a couple of small jagged spots where the
top material is gone and I can see completely through
    the disc.

as I understand it the tracks go completely around the
disc and any areas that cut across those tracks like
scratches will cause the track to be unreadable.

Is there anything you can suggest to help me read the
good tracks and ignore the bad ones? the CD Drive
currently does not recognize any media

    help!

  2. Hmm, that's not good there, if you ask me, you can forget all the data on your disc... Cuz, if it isn't recognised by ANYTHING, your TOC is prolly damaged... if your TOC is damaged, the Drive doesn't know anything about your CD's (=> it doesn't know where the diff tracks are located)

btw, if the UPPER layer of the CD is damaged, your CD is dead...

I agree with the others - but if your drive is not one of those drives that automaticlly spits out unrecognized disks you could try something like ISObuster or another one of those advanced info software apps.
it might help I have used it to recover from a damaged TOC in the past - but not from a scratch problem like you described.

I am not sure about this but as far as I know if top layer tear off then you will not be able to read that disc ever. That why it said do not use hard head pen to write on top. You might be able to get the file out but still missing that jagged spots and cause to corrupt file.
