I want to know when you use TV out with a video card can you record to a VHS from your computer and does it look as good as it does on your computer? Thank you

If you are talking about outputting recorded video, then the video out to the TV actually looks a bit better in my opinion because the computer monitor tends to be sharper so blockiness is reduced from how it looks on the computer.
If you are talking about displaying stuff you would normally view on a computer like windows programs, web browsers, etc. The TV output is fuzzy compared to the video monitor.
Yes, you should be able to record the output to a VCR. The recorded image will of course not be as good as what you view real time simply because the analog process loses quality.
