Best Encoder MJPEG -> VCD / MPEG I

I have a Matrox Marvel G-400, and I use MJPEG to Capture, followed by Ligos LSX Encoder for MPEG I Conversion. But the picture quality is not satisfactory. Any Ideas on what Capture Format / AVI to MPEG Converter I should use ?

I believe the Matrox is a fixed mjpeg card you cannot capture in other formats.

For downconversion TMPGenc is probably the best bang for the buck ( free ). Nothing can really touch it's VCD quality.

I have used Third Party Capture SW (VirtualDub), and used other Codecs to Capture to AVI, But wasnt too sure that was the way forward....
