I'm following step by step from using HP guides:
Since capturing from the PC-1`sony via Firewire on Adobe Premier7.
And converting the .AVI to SVCD with TMPGencode respecting the "How to" guide to TMPGenc. http://www.vcdhelp.com/tmpgencsvcd.htm
When the image is still, the quality is amazing....but when moving, it seems to be in slow motion, like if it was skiping frames or something. Also, when film is in motion some horizontal lines appears surrounding the objects - some kind of interference.
What am I doing wrong? I've tried almost everything.

If you run your bitrate too high the DVD player will "stutter" possibly causing the problems you describe. The "Interference" is interlacing and would normally be hidden by the TV at full speed.
So it's likley that you will need to re-encode at a lower bitrate. -

Ok. I'll try a low value in the bitrate setting.
About the INTERLACE. All those problems are seen on TV.
What should I do? Choose Interlace or Non-interlaced(progressive) at the TMPG setting?
About Top Field Order - A or B?
I thought the bitrate was related to the SVCD quality, so I set the maximum.

in all encoding larger bitrates have better quality mos tof the time, but SVCD is physically limited to ~2500kbps.
