I want to edit MPEG-2 video in Premiere. OK, I edited video and I want to burn it on DVD. How? I have to export the video, right? If I export it in DV format, than I have to re-encode it. If I export it in MPEG-2 format, I loose the quality. What is the solution?

You must export with a high enough bitrate - 5000 kb or more.
If you think the premiere codec is bad export it to a lossless codec or raw if you have the space & reencode with a standalone encoder like TMPGenc.Panasonic DMR-ES45VS, keep those discs a burnin'
