    This time around I was hoping to get formulas for how to calculate bitrate for VCD and DVD for time.

    it will depend on the way you will convert your movie... VCD CBR will give you 10Mo a minute. But if you use CQ (that I recommand) or CQ_VBR it almost impossible to say how big will be your file.
