I'm a newby in burning vcd's so please help me with this.
I have a few divx movies i want to burn as VCD.
I know how the encoding works using TMPGEnc, but
i realy would like some explanation on how to use a
bitrate calculator for fitting the divx on 1 or 2 vcd's.
Is there, or could someone give me a tutorial on calculating
the bitrate and setting the correct options in TMPGEnc.

If your producing SVCD with VBR look for FitCD. It may have links from this site, cant remember, if not just do web search and you should find it. Its excellent and very accurate !

I could never get any of those programs to make any sense, so I jotted down my own equation, it works as far as I have seen so far.
(x + y) *Lenth of movie in minutes *60 /8 /1024 = 'Size of movie in megabytes'
* = multiply / =- divide
x = video bitrate (eg 2520) and y = audio bitrate (eg 224)
If you want your movie to fit onto 2 CD's just replace 'Size of movie in megabytes' with 1300 and it should easily fit onto two CD's. Then put in your audio bitrate (check what it is in tmpgenc) and a bit of manipulation gives you an x value. The x value is your desired video bitrate.

Fit CD is easy to use. You only have to change the "white" fields for your setup in the top section of the window. It even lets you put in which encoding and burning programs you are using.

i will try all your options.
I have FIT CD, but i do not see a option for calculating to fit on 2 cd's. It only calculates for 1 CD.
I do not mind having a movie on 2 cd's, but 3 is to much.
If i ajust the bitrate and put a 1:30 hour movie on 1 cd, will you see a quality difference with if i put it on 2 cd's??

Your nearly there. If you want to fit on CD's just take the total length of the film and divide by two, and use this value in the time fields of FitCD.
I always encode in 2pass VBR to get the quality and accurate file sizes, and use 80min CD's. With this you can get up around 1hr of film (SVCD) per CD in excellent quality. I wouldn't drop the average bit rate lower than 1600.
PS : I also encode audio at 128, cant spot much if any difference from higher rates.
