I make motion menus for my VCDs in Photodraw 2000. I resize the canvas to PAL VCD res (352x288) and make each individual frame, saving each as a .bmp. Then I use bmp2avi to combine them into an avi file. With that I encode it into PAL VCD in TMPGEnc and (if applicable) mutliplex an audio track into it. Then I use VCDEasy to make my VCD image, and burn with Nero.

If you are prepared to dedicate the time into making frame-by-frame menus in a program like psp, photoshop, etc. you can make some really great menus. Mine was text marqueeing across the top of the screen, then some more on the bottom, then a message flashed up in the middle, after that the actual menu page showed up. Turned out really well, but took a long time to make.
