Can I create a XVCD 720 x 480 resolution from an avi (mjpeg) file that was recorded at 640 by 480 30 fps. Will this give me a better quality image than an VCD which has only 352 by 240 resolution.

You can do that but you should use VirtualDub or AviSynth to modify the aspect... I would recommand Bicubic to have a bigger picture than the source.
But if you want great quality you can a KVCDx2 or x3 template, they have better quality than normal XVCD in the same disk space.

Also, when using the templates on http://www.kvcd.net you could use the 704x480 (704 not 720) with Center Custom and specify the 640x480 and the final file looks great since you did not renecode the file larger. Downside is that there will be black lines on sides.

ie width is 704 but video area is 640.

    Good luck!

You can move your source file to any format you choose, it depends on what you plan to do with it.

You should consider some of the newer formats if your standalone supports them. If your project is for PC Play only, then I wouldn't bother with re-encoding.

Why are you wanting to convert?
Impossible to see the future is. The Dark Side clouds everything...
