I have finally given up on trying to play SVCDs on my DVD player so I want to use AVI2VCD to make VCDs. Because I am new I am not sure about the bitrate section and how to work out what values go where and what settings I need to use on the other sections to get the best possible quality on my VCDs. I am using 80min 700mb CDRs. Can anybody help me?

You might try to make a standard compliant VCD or to download the sample on this site to try it. If it works fine then you can experiment with higher bit rates etc. to improve quality.

For all newbies I'd recommend TMPGEnc to encode to any format (VCD/SVCD).
It's very simple and easy to understand, just follow the guide jkl posted.
To explain how easy it is, (assume you have all codes required in your computer)
1. Load source file video+audio (can be avi, d2v, etc.)
2. Load template VCD or SVCD, Pal or NTSC.(this should match with source file)
3. Load unlock template if you wanna change settings such as video bitrate. (Be sure to check if your player can handle XVCD becuz if you change anything now you're making XVCD instead of standard VCD)
4. Burn your file to VCD/SVCD with NERO or any authoring software.
5. Enjoy your movie.
Hint: You can change video bitrate to whatever you want only matter if your player can play it or not.
