I made a VCD and when I play it on my standalone player the video is streched out in both directions and cuts off some of the video. The file I created from was 25fps with an aspect ratio of 352x288. I have a NTSC player and TV, could this be the problem since the video is PAL format? It's really driving me crazy, somebody please help!!

Try to switch in your DVD Player to other settings like Pal Discs.
this may work.
I got a pal TV and DVD player plays both with no problems ( Pal and NTSC )
If that doesn´t work try to convert the pal vcd to a ntsc vcd using Tmpg or something else.
Or your player isnt able to play pal vcds.
